403 (b)/457 Retirement Plans

The CSD Retirement Trust provides options for tax deferred 403(b) and 457 plans and for after-tax Roth 403(b) and Roth 457 plans for R-7 employees.

457(b) service-based catch-up for employees who have under contributed in prior years and are within the last three taxable years ending the year before the year they attain normal retirement age as specified under the plan. * Note: You can’t use both the 457(b) service-based catch-up provision and the age-based catch-up provision in the same year. However, you can use whichever is greater. Please note that the age-based catch-up provision is not available to participants in nongovernmental 457(b) plans.

403(b) or 457(b), what is the difference?

In a 403(b) plan In a 457(b) plan
Withdrawls prior to age 59 1/2 may be subject to a 10% federal early withdrawal tax penalty, unless an exception applies. Unlike the 403(b) plan, the 10% federal early withdrawal tax penalty for withdrwals prior to age 59 1/2 does not apply to distributions from 457(b) plans except on amounts rolled into the plan from non-457(b) plans - including IRAs.
Less stringent hardship withdrawal restrictions while you are employed. More stringent unforeseeable emergency withdrawal restrictions while you are employed.
Examples of financial hardship include:
 
  • Certain unreimbursed medical expenses

  • Payments to purchase a principal residence

  • Qualifying expenses for higher education

  • Payments to prevent eviction from or foreclosure of a mortgage on a principal residence
Examples of unforeseeable emergency include:
 
  • You or a dependent suffer an accident or unexpected illness

  • Loss of property due to casualty

  • Other similar extraordinary circumstances arising as a result of events beyond your control



  •  
  • Sending a child to college or purchasing a home, two common reasons for 403(b) hardship withdrawals, generally are not considered unforeseeable emergencies.

I cannot say enough good things about the Complete Health and Wellness Center! Every single time I have interacted with staff they have been welcoming and kind. I had a telehealth appointment scheduled and after talking through my concerns, Shelly Lynch had me come on in to the clinic for an in person exam so that she would be able to refer me on to additional services. The staff is accommodating, understanding, and very professional. What a great benefit for our LSR7 staff!

I came to the CHWC with some symptoms that were fairly severe. Not only did the provider I saw take plenty of time to consider a variety of possible causes and remedies, but also offered help with follow-up questions and emailed me several resources. They called a week later to check on how I was doing and continued to offer support weeks after my initial visit. The care I received from the provider, nurses, and other staff at CHWC was far beyond any medical care and follow-up I have ever received.

The drive-up COVID testing was easy and fast with a friendly nurse. And, the follow-up provided helpful, practical advice. I learned things about COVID from the Center's nurse practitioner that I'd never heard before elsewhere!
